Carlos possesses multiple security licenses through the State of Texas Department of Public Safety, Private Security Bureau that includes Personal Protection Officer (bodyguard), Texas Commissioned Officer, Private Investigator, Security Consultant and Qualified Manager. In addition to those credentials, Carlos also possesses a Federal US and State of Texas Firearms Certificate (as a retired police officer), and maintains his TCLEOSE certificate active with the State of Texas. Carlos is honorably retired from the Houston Police Department with over 28 years of Law Enforcement experience and more than 2100 hours of TCLEOSE training. Carlos also graduated from the United States Army Military Police School and served 6 years with the Florida and Texas National Guard..

Carlos was born in Cuba and moved to the U.S. at the age of 9 and later became a police officer with the Houston Police Dept. After graduating from the Houston Police Department Academy in 1980, Carlos was assigned to the southwest patrol division. While there, he became a Field Training Instructor, Field Training Evaluator, Crime Scene Investigator, Hostage Negotiator, and Honor Guard, and earned his Master Law Enforcement Certification. Carlos was trained at the CIA language school in Washington DC to test and evaluate language proficiency for the Houston Police Department. After being promoted to the rank of Sergeant, Carlos was assigned to the Northwest Patrol Division were he supervised the evening shift. During his tour of duty at this division Carlos was assigned to work Presidential details for Presidents’ Carter, Bush and Clinton.

After retirement from the Houston Police Department Carlos began working for the Harris County Precinct 1 Constable’s Office. Carlos was assigned to the Traffic Enforcement Division and within one year was promoted to the rank of Sergeant, and eventually Lieutenant. While serving as the Watch Command Lieutenant, Carlos was responsible for the department’s operations and supervision of all personnel, and event coordinator for the entire department. Carlos coordinated disaster planning and personnel deployment by inter agency for Hurricane Rita, Multi Agency Fugitive Warrant detail, National Night Out, department liaison and the Baseball World Series, with Homeland Security and other agencies.

With the ability to effectively lead, motivate, train and develop personnel with positive results, and an exceptional knowledge of applicable federal, state and local laws, ordinances, statues, regulations, rules, policies and procedures, Carlos founded Professional Protection & Investigations in 2006. Since its inception, Carlos has successfully coordinated over 100 dignitary protection details. Carlos’s specialized knowledge allows Professional Protection & Investigations to provide a high level of expertise and reliability.

Carlos also serves as business advisory board member of the Texas State University SIFE (student in free enterprise) program, 2011 National Champions.
